The underlying link in there is misformatted, and clicking it yields "This website is not available". The URL looks like this:

When removing the right quotation mark (%22), we get:
http://static.osagenews.org.s3.amazonaws.com/cms_page_media/43/2017_07_July_OsageNews_web%281%29.pdf
That's not April 2014 but July 2017. Can you provide the correct link?

Then I took a look at his Wikipedia article. If you are right it should be changed accordingly:
