This guy is one of the sadder cases I've seen, not just body image disorder but incredibly desperate for attention. He used to claim to be the shame on for a group of alleged NDNs near his home town, but that seems to be over. Now he's just a big name among the "furries".
And one guy was "inspired" to imitate him.

"They call him Seal Man. Inspired by the groundbreaking transformation of Dennis Avner (aka Cat Man), Seal Man (previously known only as Al) decided to change species. He always felt more comfortable in the water, floating around the bay with his arms akimbo, occasionally flopping up on the sand to sun himself. His moment of realization came when, during one such excursion, he came face to face with a member of family phocidae and recognized it as his own. Since that fateful day, the ex-Navy Seal has undergone extensive plastic surgery, skin grafting and tattooing to come closer to a true realization of himself as a seal. Meet Seal Man when he joins other members of his chosen species in protesting the human invasion of Children’s Pool on Friday, April 1, at noon"
Peddling himself to sci fi audiences.

Not realizing how much of a joke he is even among many of them.

Check out the online journal he left. Most of his fans are "furries" people sexually aroused by fur or cartoon porn involving animals, or pretending to be animals.

It's fairly long, and you may have to sign in. But it pointds out that the doctors think he's a head case.

There is another thread about him:

There is a Wikipedia article: https://en.wikipedia.org/wiki/Stalking_Cat
He died in 2012. A couple of articles from that time:
