I was even given a RCMP report file number on her, 2024-1100800-filed by one of her victims. We need to get hold of that if we can. Do we need to be a Canadian citizen or in Canada to do that? There is a Freedom of Information law in Canada the same as the US.
We do need a Canadian citizen to make the request.

If investigated by RCMP the Access to Information Act (ATIA) applies.
This is what RCMP advises https://www.rcmp-grc.gc.ca/en/making-requests-the-privacy-act - to use the ATIA . Requests can be made via mail too.
In regards to a criminal records check (in this case B.C. but likely this is universal to all provinces), which I imagine is different than asking for a copy of a case file (?):
