A couple of weeks ago I reported on an outfit called the “Little Shell Pembina Band??? — a pseudo-Indian “nation??? that had posthumously adopted a local hero cop in Federal Way, Wash., so that a campaign to name a middle school in his honor might proceed.
I happened to know one of the “Pembina??? officials who showed up on local TV: a onetime self-proclaimed “Freeman??? who operated a so-called common-law court in King County during the 1990s and who spent time in a federal prison for constructing pipe bombs in concert with a Bellingham-based militia group.
In fact, the whole “Pembina??? scam is simply the latest permutation in these right-wing scam artists’ claims to “sovereign citizenship???.
The depths of this scam were revealed earlier this week in a report from Karen O’Leary at KIRO-TV [video link]. O’Leary spoke with numerous law-enforcement officials and determined that the “Little Shell Pembina Band??? had already been served with a cease-and-desist order from the state attorney general’s office for its “health insurance??? scams.
O’Leary interviewed one of the operation’s would-be victims: a Puyallup restaurateur who was told that, if he paid the “Band??? $75,000 for a “membership,??? he would be permanently exempt from all federal, state, and local taxes in perpetuity. He had also been offered one of the band’s “health insurance??? programs.
Perhaps the niftiest bit of reporting in the piece comes when O’Leary tracks down the local leader of the “Little Shell Pembina Band??? — an Indonesian-born man named Navin Naidu, aka “Chief Judge Silver Eagle.??? Naidu, of course, is evasive and refuses to be interviewed on-camera, and hedges on every aspect of the claims reportedly made to the Korean-born restaurateur.
That’s right: an Indonesian man claiming to be a chief in a Native American tribe, offering tribal memberships to a Korean and a dead Irish cop.
Just when you thought you had heard it all. But that, of course, is just the half of it. "

The Litttle Shell Pembina Band is tied to both the far right and guess who? Allan Aslan Heart AKA "White Eagle Soaring" is a member.
This is one bunch to sound the alarm on everywhere we can. Conspiracy nuts and members of the militia movement.

Not to be confused with the Little Shell Band of Montana, who ARE a legit tribe that lost recognition.
The "Pembina Band" are led by an ex tribal judge of LSBM, Charlayne Crawford, who got kicked out.

Manataka endorses them.

They have a "Sacred Tree Society" led by an alleged Cherokee calling himself Grey Squirrel.

A Cease and Desist Order has been issued against their insuracne scam in the State of Washington.

Another insurance scam in Georgia.

And there's a pretty hilarious exhchange where Allan Heart/White Eagle Soaring looks like a fool.

Hi Al,

I want to point out that there are legit Pembinas withing the Turtle Mountain Chippewa Tribe. My husband's father was descended from there and Little Shell and recieved money from a settlement that was given to the Pembina people.

Although the service unit is known as home to the Turtle Mountain Band of Chippewa, there a also members of the Pembina Band of Chippewa living there."

I tried to keep the two groups straight. There's a legit tribe, the Little Shell of Montana, who aren't part of the Pmebinas at all.

But looking again at the Pembina Nation website, they claim to be legit and that the problem are all just a few ex tribal judges who tried to take over and have now been kicked out.

I wonder how Allen Heart got to be a member.  Or how they let an Indonesian man go around claiming to be their chief or tribal judge.

More on Navin Naidu. Some sites say he's East Indian, some say Singaporean. And some list him as a lawyer for the leader of an attempted coup in Fiji. Could be two men with similar names, or it could fit pretty well with the guy's history with the far right.

Naidu Navin and a long list of others are supposedly suspended now from the Pembinas.
Comes now, the Chairman of the Grand Council of the Pembina Nation Little Shell Band of North America who hereby gives Notice that Navin Naidu and Keith Delorme have created and maintain an unauthorized web site. The statements made in this web site as to dismissals of those who have been assisting the Pembina Nation Little Shell Band are not true.
Further, the Pembina Nation gave Notice of suspension of the following named persons for not conducting themselves on the basis of Good Faith and Fair Dealing: Ronald Delorme, Zachary Betts, Randy Evans, Ron Pringle and Ken Shipley were given 10 days in which to Show Cause as to why they should not be permanently suspended from the Pembina Nation for their preparing and carrying out a liabilty insurance scheme for the purpose of defrauding doctors. The afore stated have failed to Show Cause and are permanently suspended.
The Pembina Nation will not allow itself to be used as a cover for scammers and con men to commit fraud and deceit for the purpose of unlawfully soliciting money thus defrauding people out of their money and converting the same for their own personal use.
Navin Naidu has been suspended as a Judical Officer for using his tribal position for the purpose of soliciting and defrauding people out of money for his personal use and did so in violation of the Code of Ethics of a Judicial Officer. Navin Naidu failed to Show Cause within the 10 day requirement thus his suspension becomes final for soliciting and missusing the integrity of the Pembina Nation Little Shell Tribal Court.
Ronald Delorme and Keith Delorme conspired to and obtain Tribal Trust Funds and converted those funds for their own personal use. Further, they conspired together for the purpose of unlawfully selling Tribal Trust Property for the purpose of conversion for their own personal use.
David Bruce Ellingson AKA Bruce Ellingson AKA Tim WhiteBear AKA Bad Pelt and Kevin Hippen conspired to and obtain Pembina Nation Trust Funds to convert to their own personal use. Also, they involved themselves in a fraud and theft by conducting the practice of defeating security.
That if all of the afore stated were charged under Federal Law such charges would constitute a felony and is deemed not acceptable practice or behavior pursuant to the ethics of the Pembina Nation Little Shell Band.
WHEREFORE, the Undersigned certifies that all of the afore stated is to be true and correct and that all of the afore stated are no longer Registered Tribal Members of the Pembina Nation Little Shell Band.

The Pembina militia is still very much around and trying to pose as an actual tribe.

In 1970 Little Shell V Frank Lenoir would select Louis Delorme to be the next Little Shell. Louis Delorme was son of Little Shell III Grand Council member Karyence Delorme who was the son of the Little Shell II Grand Council member Aug-uhk-qway, who was son of Little Shell I Grand Council member Captain Joseph Amable Fafard dit Delorme. Louis Delorme became Little Shell VI.

In 1974 Little Shell VI Louis Delorme would select his son Karyence Ronald Delorme to become Little Shell VII. Chief Karyence Ronald Delorme is the current Little Shell VII.

On March 20th, 2020, Little Shell VII Karyence Ronald Delorme and the Pembina Grand Council submitted on behalf of the unceded and unconquered Little Shell Pembina Nation, The Great Chippewa Nation, an application of indigenous self identification to the International Community under the provisions of the United Nations Declaration on the Rights of Indigenous Peoples (UN Resolution 61/295).

....The Little Shell Pembina Nation has 18 members, according to Delorme, who said many other descendants were enrolled in the Turtle Mountain Band.

....On March 24, the Little Shell Pembina Nation officially filed a Declaration of Indigenous Identity and Rights with the United Nations. In addition to the criminal case, Delorme said she plans to file a separate civil claim soon to seek damages in a U.S. court.

....A fictional tribe called the Little Shell Pembina Band of North America, which has no connection with the historic Little Shell Pembina Nation, also materialized in 2003, according to the Anti-Defamation League. The ADL classifies the group as an extremist anti-government organization which, at one point, engaged in immigration fraud schemes, although it no longer appears to be active.

The descendants of the first chief Little Shell remain in the area. The 18-member Little Shell Pembina Nation are among those groups, led by Karyence Ronald Delorme, or Chief Little Shell VII, according to court documents.
