Or maybe he's Croatian. I've known Eastern European guys who look like this. Here he is on set in Croatia for a movie. Note the paintdown on the "Indian Maidens" [sic]

If you can see the series of photos here... it looks like he's involved in staging some kind of bizarre, fake ceremony/performance for television here, with shirtless dudes and women in fringed minidresses (I think some of the same women from the paintdown photos).
