native youth abused by trooper

i heard that the youth that was arrested was 16, yet there was a adult in charge of transporting the youth, the driver should only gotten a ticket for passenger not using a seat belt, it has nothing to do with the passenger, or having passenger having to supply id, it is on the driver only, never heard troopers ask any ages, just to right it down, this is after he abused a child, i don't care how big the child is, the law is the law
everyone in that van under the age of 18 is a child and should be protected
by Virginia law, sue for mental abuse

It is the driver's responsibility to make sure all kids 15 and under are properly secured.
